Founder of CLEAR STRATEGIES, brings with her over 20 years of professional experience in advocacy, association and project management. Her areas of expertise include nonprofit management, policy research, and public and government relations. In particular career technical education, rural education, and workforce development are areas she wishes to continue pursuing.
Coleen holds a Doctor of Education (Ed.D.) from Drexel University where she majored in Educational Leadership and Management with a concentration in Education and Public Policy. Here research titled: Assessing the Value of Rural California High School Career Technical Education explored factors impacting student enrollment in CTE and revealed policy recommendations for improving access and quality to work-based learning in rural counties across the state. Coleen also holds a Masters of Public Administration from the University of San Francisco.
She has served on several boards including her a position on the Yuba Sutter Economic Development Strategic Plan Commission, as well as two terms for the Franklin School District Board of Trustees. As well as she had held board positions with the Yuba Sutter United Way including as President, and Yuba Sutter Chamber of Commerce as Governmental Affairs Chair, and Yuba Sutter Builders and Developers.
